Can I build an exterior chimney and install an interior fireplace on the 2nd floor of the house with no footer under the actual fireplace? Is there a way to structurally support the weight of the 2nd floor fireplace by the chimney (which sits inside the exterior wall of the house) and meet 2009 code?

John I am going to suggest 2 ideals. If you want an exterior chimney for just the fireplace on the second floor, for a little extra money you can put a fireplace on the first floor also, especially since you are already gonna have to put in a heafty foundation on the ground to support the weight of the chimney and fireplace on the second floor. You will have only the weight of the hearth on the second floor, because the firebox will be in the chimney from the ground up. (make sense?) I hate to recommend my second suggestion which would be to avoid the entire outside chimney, and have a heatalator (fake) fireplace installed on the second floor.
